Understanding Bihar's Administrative Structure

The state of Bihar has a well-defined administrative structure to ensure efficient governance and public service delivery. The entire state is divided into several tiers, each with its own set of responsibilities. Understanding this structure is key to understanding how the state functions. For more on how this affects politics, see Social Justice in Bihar's Politics. The state capital is Patna, which falls under the Patna Division.,At the highest level, Bihar is divided into 9 Divisions. Each division is headed by a Divisional Commissioner and comprises a group of districts. These divisions are Patna, Tirhut, Saran, Darbhanga, Kosi, Purnia, Bhagalpur, Munger, and Magadh. They serve as an intermediate administrative link between the state government and the districts.,Below the divisions are the 38 Districts, each administered by a District Magistrate (DM). The district is the principal administrative unit of the state. These districts are further broken down into 101 Subdivisions, which are overseen by a Sub-Divisional Magistrate (SDM).,The most grassroots level of administration is the Block, also known as a Community Development Block. Bihar has 534 blocks, each headed by a Block Development Officer (BDO). The blocks are responsible for implementing various government schemes and development programs at the village level, working closely with the Panchayati Raj institutions, which are discussed in The Role of Panchayats in Bihar.
